This time around the imperative for Willoughby Council to put floodlights (and likely a synthetic playing surface) on the oval derives from a shortage of playing fields to cater for an ever increasing population. This was spelt out in the NSROC Regional Sportsgrounds StrategyReport.

However, Council Officers participated in the development of the report so the intention to install lights on the OH Reid Oval was well known by the officers well before the publication of the report. This is significant in that in March 2018 Council Officers published a review of the OH Reid Reserve Action Plan. There was no mention of the possibility/probability of lights being installed in the revised Action Plan.
