Council officers have recommended that Council approve:

 The provision of a third resident parking permit for Torrens Title properties
only in existing residential parking areas 2 – 13, 15 – 24.
 Residents living in a boarding house are not entitled to a resident parking
permit.
 The provision of a third resident parking permit for Torrens Title properties
only in new resident parking areas subject to compliance with Transport for
New South Wales Guidelines.
 The fee for a third permit for 2020/ 21 of two hundred and fifty dollars ($250.00)
with annual increases in accordance with Council’s Fees and Charges policy.

That Council note:
 Resident Area 1 in Naremburn will have a maximum permit allocation of two
permits for each property and is excluded from the provision of a third
resident parking permit for Torrens Title properties.
 The provision of the third resident parking permit as outlined in this report will
be incorporated into Council’s Street Parking policy.

Trailer parking

After a trial Council Officers have recommended the adoption of a new parking sign – “No Parking – Motor Vehicles Excepted.” In such a restricted area it will be an offence to park any vehicle that is not motorised. This includes, boat trailers, caravans and  horse floats, and trailers of any sort (including box trailers). Initially the signs will be used in Naremburn. But the restrictions can also be used on:

Storms, bushfires, power outages…this summer we have experienced several extreme situations to test our resilience. Getting prepared for emergencies can make living through them more bearable when disaster hits. Learn how to prepare yourself for the worst at an interactive community information seminar  at 6.30pm on 24 February at Willoughby City Council Chambers, 31 Victor Street Chatswood.

Chaired by Mayor Gail Giles-Gidney, the information seminars are a successful new way Council is engaging with the community. They are a forum for people to hear about significant issues and projects and to ask questions.

The February seminar will feature presentations from Angela Casey, Culture and Leisure Manager and David Roberts, Environment Manager, Willoughby City Council who will provide practical advice on how to get prepared.

Waste Levy to double?

Recycleplant‘Yellow-lid bin’ recycling (papers, tins and bottles in Australia is in crisis. China, the largest customer for Australian recyclables banned acceptance of recyclables in 2018 and a viable replacement market has not been found. Now the depotthat processes Willoughby’s yellow bin waste will close at the end of March. Last week Council started sending recyclables to IQ Renew, a plant on the Central Coast.

Willoughby Council has said that it may need to increase rates because the cost of an alternative recycler was more than doubled.  Waste collection and disposal is funded by Council’s Waste Levy. Council doses not need to seek a rate rise from the state government. The Levy is based on the actual costs involved with collecting and disposing of waste. The Levy can be changed, at will, each financial year

Integrated Transport

Being able to travel easily around Willoughby city and its centres and villages is a high priority. People also had concerns about the affect on local businesses and general liveability, including our health and wellbeing.

The draft Integrated Transport Strategy 2036 identifies the five strategic directions for transport for our local area.

  • be sustainable
  • link people travelling between the CBD and our local centres and villages
  • support community needs while enabling growth
  • make life easier by using smart technology to support growth
  • respond to customer needs and align with government strategies

We recently attended a meeting with the Mayor and General Manager where this was discussed. The Mayor reported that NSW Health is ramping up their public health publicity campaign and has asked Council to support it.

NSW Health advise:

 The best way to protect yourself is the same as you would against any respiratory infection. Practice good hygiene by:

  • making sure to clean your hands thoroughly for at least 20 seconds with soap and water, or an alcohol-based hand rub
  • cover your nose and mouth when coughing and sneezing with tissue or a flexed elbow
  • avoid close contact with anyone with cold or flu-like symptoms.
  • Self-isolation if exposed

Council consulted the Chinese community leaders and decided to proceed with planned festivities. Whilst numbers were less than expected, some of that likely due to the heat.

A development application has been lodge for the site on the corner of Mowbray Road West and the Pacific Highway. The developer is asking permission for 40 new units and 90 carpark spaces under a $21.1 million plan lodged to Lane Cove Council.

The church is the oldest Methodist church still standing on the north shore. It was built 149 years ago was the first built in Lane Cove and is the oldest Methodist church still standing on Sydney’s north shore. At the time the current Lane Cove Council area was a Ward of Willoughby City Council. The church is on the State Heritage register and has a wonderful pipe organ. Behind the church is a graveyard with plots of early pioneers including the Forsythe, Bryson and French families.

This parcel of land has additional significance. The original township of Chatswood formed around the intersection of Mowbray Road West and the Pacific Highway. Bryson’s house was on the north-west corner with the Mowbray House school (still standing) nearby next to the Holy Trinity church (removed to Dalrymple Ave. The heritage listed Great Norther Hotel is on the south west corner with the site of Willoughby’s first water storage on the north-east.

The developer is proposing to demolish all the other buildings on the site which will be sub-divided.

Mandy & Mayor Gail

Former West Ward Councillor Mandy Stevens died peacefully on the 2nd January 2020.

The service is to be held at the Greek Orthodox Church – St. Michaels, 49 Holtermann Street, Crows Nest on this Thursday morning 9 January at 10 a.m.

Mandy served a number of terms on Council, including as Deputy Mayor.

  • Sept 1987 – Sept 1991;
  • Sept 1995 –March 2004;
  • Sept 2008 – Sept 2016 (Deputy: Sept 2009 – Sept 2010

Four terms and a total of 21 years.

Mandy continued her duties as a Councillor for some time after suffering a stroke whilst in office.

Too little, too late?

The government’s inability to deal with the ‘shonky’ buildings problems in NSW continues unabated. They are proposing to ‘red flag’ developers of shonky buildings. This would mean that they could not sell high-rise apartments off-the-plan. Problem. They do not say how they will identify a shonky developer. Wait for a building to fall down?

The only buildings that will be inspected are ones by ‘risky builders’. Catch 22, here we go again.

Unfortunately, after pressure from Labour and the Greens, the government ‘pulled’ their proposed legislation. However, it is expected to be reintroduced next year. Hopefully no more defective buildings fall apart in the interim.

Impounding Review

The NSW state government is in the process of reviewing the Impounding Act, 1993.

The object of the Act is to empower authorised persons (such as Council rangers) to impound and deal with (dispose of) animals and articles left in public places.

The main types of objects currently subject to being impounded include:

  • Animals
  • Shopping trolleys
  • Motor vehicles
  • Boat trailers, and
  • Shared devices (such as share bikes, scooters and the like).

ANIMALS

By and large, the current regulations relating to the impounding of animals in an urban area generally seem to be adequate.

SHOPPING TROLLEYS

Abandoned shopping trolleys continue to be problematic. Only large retail stores are required to fit devices that limit a ‘feral’ trolley to within a shopping centre. Even this does not fully restrict trolleys as the technology used sometimes fails and the shopping giants seem reluctant to fix them. The requirement that anyone reporting an abandoned is required to identify the owner of the trolley means many feral trolleys are not reported. More trolleys would be reported if all that was need was a call to a central number to report their location.

MOTOR VEHICLES

The process of impounding an ‘abandoned’ motor vehicle, whilst lengthy, seems to work reasonably well.

VEHICLES OBSTRUCTING DRIVEWAYS

A regularly occurring problem is that of vehicles obstructing driveways. The process under section 16 of the Impounding Act is protracted, whereas there is an immediate need to remove or impound an obstructing vehicle. What is needed is a process similar to that used for the removal of vehicles’ from a Clear Way.

15   ABANDONED AND UNATTENDED ARTICLES CAN BE IMPOUNDED

An impounding officer may impound an article found in the officer’s area of operations if the officer believes on reasonable grounds that the article has been abandoned or left unattended. Section 16 affects this if the article is a motor vehicle.

 Note. The Local Government Act 1993 gives a council power to order the removal of an object or matter that is causing or likely to cause an obstruction.

 A reading of the Local Government Act does not reveal any such powers for a Council to removean object causing obstruction.

16   SPECIAL PROCEDURES FOR IMPOUNDING OF MOTOR VEHICLES

  • An impounding officer must make all reasonable inquiries in an effort to find out the name and address of the owner of a motor vehicle before the officer impounds the vehicle.

TRAILERS & HEAVY VEHICLES

A motor vehicle within the meaning of the Road Transport Act 2013, includes a caravan, boat trailer or other trailer (whether or not attached to a motor(ised) vehicle). In NSW a heavy vehicles (4.5 tonnes or more GVM) or long vehicles (7.5 metres or longer) must not stop on a length of road In a built up area for longer than one hour (buses excepted).

The majority of complaints against boat trailers seemed to relate to the length of time they spent parked in the same spot (hence the current legislation to move the trailer every 28 days and attempts by Councils to implement parking restriction for boat trailers).

Apart from occupancy, two other issues remain – the width and height of a vehicle parked in a built-up area. Excessive width can pose a traffic obstruction. Height can reduce residential amenity.  Thought should be given to address this issue.

From an equity perspective, it seems unreasonable that any ‘non-heavy’ registered vehicle should be treated any differently from another. All have paid registration fees.

SHARED DEVICES

Consideration could be given to banning other than battery powered devices. An operator should be more timely in collecting and redeploying a battery operated device that would be inoperable if not charged.

The deployment station for devices should be regulated by Councils.  Devices, outside of their deployment station, left uncollected for more than 24 hours should be able to be impounded.
